Debug import_daily

In weekend, after 30 hours(from japan), import_daily job via cron is finished. It works fine. correctly.

I tried only update_swissmedic. This works fine, too.
In production server, I think that We can get result mail next time (If downloaded xls has change).
I read debug log file.
This change is mostly one time per month. If xls has no change then there is no result mail.
